DSS Clears Enugu State Governor of NYSC Certificate Forgery Allegations
DSS – The Department of State Security (DSS) has publicly dismissed claims made by the National Youth Service Corps (NYSC) against Enugu State Governor and Peoples Democratic Party (PDP) candidate, Peter Mbah, regarding the alleged forgery of his NYSC discharge certificate.

In a written statement presented at the ongoing Enugu State Governorship Election Petition Tribunal, the DSS’s representative, Mr. Yahaya Isa Mohammed, detailed the results of their investigation into the controversy.Background: Peter Mbah’s NYSC discharge certificate came under scrutiny when the NYSC claimed that it was forged. The DSS stepped in to investigate the matter after Mbah submitted a petition on February 8, 2023. The investigation sought to uncover the truth behind the certificate’s authenticity.
According to the DSS, they discovered a series of NYSC certificates, including Mbah’s, were issued to Corps members in Lagos, contrary to the NYSC’s initial claim. The agency expressed disappointment with the NYSC’s inability to maintain proper record-keeping, which led to the misplacement of Mbah’s original file, resulting in a temporary file being used for him. Additionally, the NYSC was unable to account for twelve certificates (A808297 to A808308) issued during that period.
The DSS emphasized that Mbah had followed proper procedures throughout his interactions with the NYSC and had not taken any action without the NYSC’s approval. The law firm where Mbah served, Udeh & Associates, had cleared him for his monthly clearances and final clearance, covering the periods of his service.
Furthermore, the DSS refuted the NYSC’s claim that certain certificate series, including the “8-Series,” were not issued in Lagos State. They pointed out that certificates in that series were indeed issued to Corps members who served in Lagos State.
Based on their investigation, the DSS recommended that the NYSC retract its initial letter claiming Mbah’s certificate was fake, as they failed to trace the records for the missing certificates (A808297 to A808308). They also suggested that the NYSC, as well as other relevant agencies like the Independent National Electoral Commission (INEC) and Secretary to the Government of the Federation (SGF), be informed of the investigation’s outcome. The NYSC was also urged to explain how the twelve missing certificates remain unaccounted for and to initiate efforts to trace them.
During the proceedings, the DSS provided evidence that convincingly debunked the allegations against Governor Peter Mbah. The DSS’s investigation and findings strongly supported his position that the certificate in question was genuine and not forged. With the defense’s case closed, the matter now awaits further proceedings and decisions by the Enugu State Governorship Election Petition Tribunal.
