Peter Obi: “Declaring a State of Emergency in the Health Sector is Long Overdue

Resident Doctors Extend Strike Ultimatum to Federal Government by Two Weeks
The Nigerian Association of Resident Doctors (NARD) has announced an extension of their strike ultimatum by an additional two weeks. The doctors are demanding the immediate implementation of a minimum 200 percent increase in the CONMESS salary structure, as well as a review of associated allowances. They insist that the government address all six of their demands, warning that failure to do so will result in a lack of industrial harmony within the nationwide health sector.

During an extraordinary National Executive Council (E-NEC) meeting held virtually, NARD decided to extend their expired ultimatum, which was initially issued to the government. The extension, effective from July 5, 2023, will provide more time for the implementation of the memorandum of understanding (MoU) signed on May 19, 2023, following a five-day warning strike conducted by the association on May 17, 2023.
The communique, jointly signed by NARD President Dr. Orji Emeka, General Secretary Dr. Chikezie Kelechi, and Publicity/Social Secretary Dr. Umar Musa, cautioned that if the government fails to meet all the doctors’ demands by the expiration of the extended ultimatum on July 19, 2023, NARD cannot guarantee industrial harmony within the health sector nationwide.
Among the demands put forth by the doctors is the immediate payment of the 2023 Medical Residency Training Fund (MRTF) as outlined in the approved 2023 budget, in accordance with previous agreements made with the government. The doctors insist that all outstanding arrears, including hazard allowances, skipping arrears from 2014-2016, and the arrears of consequential adjustment of the minimum wage, be promptly paid, as there are no justifiable reasons for further delays.
NARD is also calling for the immediate release and implementation of guidelines for the one-for-one replacement of clinical staff in order to alleviate the significant manpower shortage in hospitals across the country. Additionally, they are urging the Medical and Dental Council of Nigeria to halt the downgrading of membership certificates issued by the West African Postgraduate Medical and Surgical colleges.
Furthermore, NARD is demanding the prompt payment of salary arrears, implementation of the CONMESS salary structure, the introduction of a new hazard allowance, domestication of the Medical Residency Training Act, and payment of the Medical Residency Training Fund to their members in State Tertiary Health Institutions nationwide.
The NARD NEC insists on the immediate implementation of a minimum 200 percent increase in the CONMESS salary structure and a review of associated allowances. They argue that the current economic realities in the country do not justify the continued payment of CONMESS at its current level.
NARD expressed deep concern over the poor working conditions of its members in State Tertiary Health Institutions, including those in Abia, Imo, Benue, Nassarawa, Kwara, Bayelsa, Ogun, and the Federal Capital Territory (FCT).
With the extension of the strike ultimatum, the ball is now in the government’s court to address the demands put forth by NARD. The coming weeks will be crucial in determining whether a resolution can be reached to avert further disruptions in the health sector and ensure the well-being of both doctors and patients.
